Read the passage and mark the letter A, B, C or D on your answer sheet to indicate the best answer to each of the following questions from 6 to 13.
Following Australia’s outright prohibition on social media accounts for individuals under sixteen that officially came into force, the data suggested, at first sight, an unqualified triumph. Within a matter of weeks, some major platforms covered by the law removed approximately 4.7 million underage profiles. This showed a scale of exclusion no other nation had previously matched.
However, scrutinising those initial numbers reveals a far more chaotic reality. A study undertaken three months into the enforcement discovered that roughly 80% of Australian teenagers under sixteen continued to access platforms they were technically barred from. It emerges that age verification is surprisingly simple to circumvent; almost 20% of underage users created a fictitious profile to mask their identity and roughly 10% used private browsing to evade detection. Most faced some form of age check – usually just entering a birthdate or uploading a selfie – and overcame it without difficulty.
Opponents have seized on these troubling revelations. Some have described the legislation as a band-aid solution, arguing it only drives teenage engagement underground instead of tackling the addictive features that draw young users in to begin with. An online thread has voiced a distinct objection, maintaining that the rule overreaches, infringes on privacy and free speech, and wrongly lumps an online discussion forum in with standard social media.
In lieu of re-evaluating the policy, the Australian government has reinforced its firm stance, doubling the maximum penalty and threatening to sue five platforms it accuses of engineering noncompliance. Whether heavier fines can achieve what age verification alone could not remains an open issue. Policymakers in other countries, also considering comparable measures, are observing very intently, knowing that a failure could undermine their respective efforts.

Question 11. Which of the following statements would the writer NOT agree with?
A. Although most social platforms adhere to the legislation, some of them have been held legally responsible for manipulating their compliance status.
B. Critics against the prohibition have claimed that online discussion platforms are not a branch of typical social networks, thus being erroneous to overlap them.
C. Conscious of the importance of the legislation to their respective efforts, authorities in other nations are closely observing how the ban ultimately performs.
D. The vast majority of Australian underage users were reported to succeed in accessing restricted online services regardless of the legislation.
Question 12. A. Paragraph 4 B. Paragraph 2 C. Paragraph 3 D. Paragraph 1
Question 13. A. Paragraph 1 B. Paragraph 2 C. Paragraph 3 D. Paragraph 4
Read the passage and mark the letter A, B, C or D on your answer sheet to indicate the best answer to each of the following questions from 14 to 23.
Res nullius (Latin for “nobody’s property”) refers to assets where no person or organisation holds the legal authority to limit entry, allowing them to be on a first-come, first-served basis. These unrestricted resources have led to an issue known popularly as the exhaustion of communal property.
The complications arising from open-access assets are clearly exemplified by the fate of the American bison. Throughout the early history of North America, bison populations remained abundant; unrestricted access for hunters presented no significant problem. [I] Frontier people requiring hides or meat could easily acquire whatever they needed; the aggressiveness of any single hunter did not negatively affect the time or effort expended by others. When there was no scarcity, efficiency was not threatened by open access.
Over time, however, demand for bison increased and scarcity became a significant concern. As the hunter population expanded, each additional unit of hunting activity increased the time and effort required to produce a specific yield. With multiple hunters sharing nonexclusive property rights to the animals, the resulting allocation proved inefficient. Without exclusive rights, individuals could continue to exploit the resource until profits were driven down to zero. [II]
Why does this occur? Unlimited access destroys the incentive to conserve. An individual hunter who could bar others from hunting a specific stock would have every reason to keep the herd at an efficient level, because the benefits of restraint would return in the form of lower costs and larger yields in the future. An individual hunter exploiting a common resource, on the other hand, has no such incentive: any benefit derived from personal restraint is seized, at least in part, by other hunters. Restraint becomes an act of charity toward strangers. [III]
Two key lessons are drawn. When sufficient demand exists, unrestricted access will lead to the overexploitation of shared resources. [IV] The scarcity rent, representing the value generated specifically by the resource’s rarity, is dissipated; since no one appropriates it, the value is lost. In effect, what is owned by everyone is protected by no one; and whatever remains unprotected eventually tends to vanish.

A wealthy family, grown over the generations to include thousands of brothers, sisters, aunts, uncles, and cousins, owned 100% of every stock in the country. Each year, they reaped the rewards of investing: all the earnings growth that those thousands of corporations generated and all the dividends that they distributed. Each family member grew wealthier at the same pace, (36)_____. Their investment had compounded over the decades, creating enormous wealth, because the family was playing a winner’s game.
But after a while, a few fast-talking consultants arrive on the scene, and they persuade some “smart” cousins (37). These consultants convince the cousins to sell some of their shares in the companies to other family members and (38). The consultants handle the transactions, and as brokers, they receive commissions for their services. The ownership is thus rearranged among the family members.
(39)_____. Why? Because some of the return is now consumed by the consultants, and the family’s share of the generous pie that the industry of that country bakes each year – all those dividends paid, all those earnings reinvested in the business – 100% at the outset, starts to decline, simply because some of the return is now consumed by the consultants.
To make matters worse, while the family had always paid taxes on their dividends, some of the members are now also paying taxes on the capital gains they realise from their stock-swapping back and forth, (40)_____.

Chọn B.
Câu 4. Đáp án C: d – e – b – c – a
e. Accordingly,...
→ Accordingly = vì vậy.
Do khu vườn xuống cấp nên hội đồng mời tình nguyện viên dọn dẹp.

→ d – e – c – a – b
Chọn A.
III. Câu 6–13: Đọc hiểu về lệnh cấm mạng xã hội
Câu 6. Đáp án A
Đoạn 1 nêu rằng ban đầu số liệu cho thấy lệnh cấm có vẻ rất thành công:
the data suggested, at first sight, an unqualified triumph
at first sight = thoạt nhìn.
→ A. introducing apparently promising data
- apparently = có vẻ, bề ngoài.
- promising = đầy hứa hẹn.
Chọn A.
Câu 7. Đáp án B
Từ:
fictitious profile
to mask their identity
= để che giấu danh tính thật.
fictitious = invented, imaginary, not real
= giả, không có thật.
→ B. not real
Chọn B.
Câu 8. Đáp án C
Câu:
Most faced some form of age check ... and overcame it without difficulty.
Ta tìm danh từ mà it thay thế.
Gần nhất và hợp nghĩa nhất là:
some form of age check
→ C. age check
Câu 9. Đáp án C
band-aid solution nghĩa bóng là:
một giải pháp tạm thời, chữa phần ngọn chứ không giải quyết tận gốc.
Ví dụ: dán băng cá nhân lên vết thương lớn.
Từ trái nghĩa phù hợp nhất là:
complete = hoàn chỉnh, toàn diện.
- creative = sáng tạo
- possible = có thể
- urgent = khẩn cấp
→ C. complete
Câu 10. Đáp án B
Câu gạch chân:
Whether heavier fines can achieve what age verification alone could not remains an open issue.
Phân tích:
- heavier fines = các khoản phạt nặng hơn
- achieve what age verification alone could not = đạt được điều mà việc xác minh tuổi đơn thuần không làm được
There is uncertainty about the effectiveness of heavier penalties...
Đáp án A
Câu hỏi hỏi điều tác giả NOT agree with.
A nói:
một số nền tảng have been held legally responsible
= đã bị quy trách nhiệm pháp lý.
Nhưng bài chỉ nói:
threatening to sue five platforms
Ngoài ra bài cũng không khẳng định chắc rằng “most social platforms adhere to the legislation”.
Vì vậy A diễn giải quá mức thông tin bài cho.
Chọn A.
This showed a scale of exclusion no other nation had previously matched.
= Quy mô loại bỏ tài khoản mà chưa quốc gia nào trước đó đạt tới.
Đây chính là unparalleled.
→ Paragraph 1
band-aid solution
và giải thích rằng chính sách:
chỉ đẩy việc sử dụng mạng xã hội của thanh thiếu niên xuống “ngầm”, thay vì giải quyết các tính năng gây nghiện.
Đây chính là nhận xét rằng chính sách không giải quyết đúng gốc vấn đề.
→ Paragraph 3
Chọn C.
IV. Câu 14–23: Đọc hiểu về tài nguyên dùng chung
Câu 14. Đáp án D
Đoạn 1:
on a first-come, first-served basis
Cụm cố định:
first come, first served
Do đó:
→ D. those who come earlier are at an advantage
Câu 15. Đáp án B
Tác giả nói ngày xưa bò rừng Mỹ rất dồi dào:
bison populations remained abundant
và:
When there was no scarcity, efficiency was not threatened by open access.
hệ thống tiếp cận tự do chỉ hoạt động hiệu quả khi tài nguyên chưa khan hiếm.
→ B.
Câu 16. Đáp án D
Đoạn 3 cho biết:
- số thợ săn tăng;
- mỗi đơn vị săn bắn cần nhiều thời gian và công sức hơn;
- quyền sở hữu không độc quyền;
- việc phân bổ tài nguyên trở nên kém hiệu quả;
resulted in uneven distribution of resources
→ Đây là ý NOT implied.
Unlimited access destroys the incentive to conserve.
= Việc tiếp cận không giới hạn làm mất động lực bảo tồn tài nguyên.
Các lựa chọn:
- responsibility = trách nhiệm
- dedication = sự tận tâm
- motivation = động lực
- capacity = năng lực
→ C. motivation
Câu 18. Đáp án B
Ý chính đoạn 4:
Nếu một thợ săn sở hữu riêng đàn vật nuôi, họ sẽ muốn bảo tồn vì lợi ích tương lai thuộc về họ.
Nhưng với tài nguyên chung:
any benefit derived from personal restraint is seized ... by other hunters.
Shared ownership removes the drive to protect assets since personal restraint benefits others.
= Sở hữu chung làm mất động lực bảo vệ tài sản vì sự kiềm chế của cá nhân lại mang lợi ích cho người khác.
Đúng chính xác ý đoạn.
Chọn B.
Câu 19. Đáp án D
dissipated trong:
The scarcity rent ... is dissipated
nghĩa là:
bị tiêu tán, thất thoát, mất đi.
Ngay sau đó:
the value is lost.
Từ trái nghĩa phải là:
saved = được giữ lại, bảo toàn.
→ D. saved
Câu 20. Đáp án D – [IV]
Câu cần chèn:
However, the damage extends beyond mere physical depletion.
= Tuy nhiên, thiệt hại không chỉ dừng lại ở sự cạn kiệt về mặt vật chất.
Trước vị trí [IV]:
unrestricted access will lead to the overexploitation of shared resources.
→ đang nói tài nguyên bị khai thác quá mức, tức tổn thất vật chất.
Sau [IV]:
The scarcity rent ... is dissipated... the value is lost.
As the hunter population expanded...
what is owned by everyone is protected by no one; and whatever remains unprotected eventually tends to vanish.
Shared resources that are taken for granted are likely to be used up.
Vì sao không chọn C?
C nói:
People are reluctant to sacrifice their gain for the sake of community.
- tài nguyên thuộc sở hữu chung;
- ai cũng có quyền khai thác;
- mỗi người đều có động cơ khai thác;
- không ai đủ động lực bảo tồn;
- cuối cùng tài nguyên bị cạn kiệt.
